Google Business Profile account restricted vs profile suspended

Google says that when an account restriction happens, the Business Profiles managed by that account are suspended and the owner cannot create or claim other profiles. Google also says the account restriction must be lifted before removing the related Business Profile suspension.

Separate the two workstreams
